I guess, you mean the position of his hand/fingers, but if so...in this stance and with this angle of his arm, hand and fingers just stretch automatically like that. At least my do, cuz I tested it on myself. And for me this was the only way for such a gesture to hold my hand oben and relaxed. Although Vegeta stretches his hand like this, when attacking someone, it's not always a threatening gesture. It could be a normal movement as well. Actually I thought, it was quite clear in this case.
